SANDRA S. HEATHERLEY, M.P.H., M.T.(ASCP) Ms. Heatherley is a healthcare executive with proficiency in the management and administration of clinical laboratories and knowledge of the TQM process to improve the delivery of ancillary services. In addition, she is skilled in personnel management, teaching, planning, and quality of service. She holds a Bachelor of Science degree in Medical Technology from the University of Tulsa. Her Masters Degree in Public Health, with a major in Health Administration, was earned at the University of Oklahoma, College of Health, Oklahoma University Medical Center. As Administrative Director for the Department of Pathology and Clinical Laboratories at Integris Baptist Medical Center in Oklahoma City, Ms. Heatherley's responsibilities included assuring that the department operated in a timely, efficient, and cost-effective manner and that technical functions were coordinated to produce maximum benefit for patients and physicians. In addition, she formulated and implemented department policies and procedures, coordinated all personnel, purchasing, and budgeting activities. Her experience encompassed the principles and processes total quality management (TQM), expansion of services and technology by planning and designing new clinical laboratory facilities, creation and funding of a certificate teaching program for histotechnology, and formulation and implementation of department policies. Ms. Heatherley's experience includes the position of laboratory manager at the Oklahoma Health Center, Oklahoma City, where she oversaw all aspects of laboratory operations. She was instrumental in setting up a laboratory to meet the needs of semi-acute patients, and provide laboratory services to the daily outpatient clinics. She has experience as an Administrative Technologist for the University Hospital and Clinics of the Oklahoma Medical Center while also engaged as a consultant for the Oklahoma State Health Department. In addition, she was the Quality Control Coordinator for Medical Arts Laboratory; Chief Chemist for Woods Research & Development; and Program Director, School of Medical Technology at the University of Oklahoma Health Sciences Center, all in Oklahoma City. She is certified as a Clinical Laboratory Director by the National Credentialing Agency for Clinical Laboratory Science and is registered by the American Society of Clinical Pathologists. |
